  • To enhance awareness of Custodial Abuse
  • To help prevent Custodial Abuse
  • To help balance the rights of custodial entities with commensurate enforceable responsibilities
  • To help balance the responsibilities of non-custodial entities that bear interests or obligations towards children under custody with commensurate enforceable rights
  • To provide follow-up, i.e., show the consequences of their decisions to custodial entities
  • To help replace confrontation and conflict with cooperation
  • To help replace the TRADITIONAL approach to the "BEST INTEREST OF A CHILD" which appears to lack clarity, transparency and competence with an approach truly centered on children and based on GOOD FAITH, COMPETENCE, and COOPERATION
